Norway is implementing new EU Mobility Package rules

In November 2022, The EU Mobility Package came into force in Norway. The Government of the country has been gradually changing the national laws in order to comply with the EU requirements. Starting from this month, the haulers conducting their transport operations in Norway will be obliged to register their posted workers as well as the transportation vehicles in the EU Internal Market Information System (IMI).

Registration in IMI is mandatory in the following cases and only when the weight of the vehicle is 3.5t or more:

  • When the goods are loaded and/or unloaded in Norway,
  • When the initial or final road journey is part of a combined transport journey (unless the journey by road itself is considered a case of “bilateral transport”),
  • When the journey is carried out between Norway and another country and:
    • The hauler’s company is not registered in any one of these countries;
    • The work performed (transportation) is considered to be the core activity, not an ancillary activity.

Haulers must register their posted drivers in the IMI system even if their company is not registered in the European Union.

When traveling to Norway, drivers must also have several important documents with them:

  • A copy of the posting declaration,
  • Documents about the transportation activities carried out in Norway, for example, electronic consignment notes, documents about subsequent cabotage orders, etc.,
  • A printout of the tachograph card indicating all border crossings.

After transportation activities in Norway are completed, the Norwegian Labor Inspectorate can order the hauler to provide documents about the driver's salary and working conditions. In this case, the hauler must submit the following documents:

  • Documents indicating the driver's earnings, such as the driver’s pay slip,
  • Employment contract or its equivalent (this document must meet the requirements of the country in which the company is registered),
  • Driver's time sheet,
  • Confirmation that the driver’s salary has been paid.
  • Documents about transport orders in Norway, such as electronic consignment notes,
  • A printout of the tachograph card indicating all border crossings.

In order to register in the IMI system, you must first obtain your EU username – this can be done via the EU Login website. Having done that, you can create an account on the IMI platform by providing all of the necessary documents of your company. By logging into the IMI system, you can then register your posted drivers and transportation vehicles.
